In my case, the self-stamped/addressed return envelope was postmarked "Briefzentrum 80" which is the local mail processing center for all incoming/outgoing mail letters, magazines and other bulk mail except packages/parcels, these handled by the DHL parcel processing center in every major German ZIP/postal code area) in Munich (postal codes 80000-81999). I would assume that the agency in Munich mailed the photo back to me.
